Demand-driven training

During the last period, the CAEU has combined the standard training of Ibero-American open-enrolment courses with a new model of mass training for teachers and civil servants. This model meets the specific demands of the different educational administrations within their plans for updating and training teachers, in line with their educational policy priorities. Therefore, there has been a significant increase in the number of students who were trained by the CAEU courses, during the management period of the current general secretariat of the OEI.

This trend is the core of the CAEU’s strategy of technical cooperation for the next years, counting on the active involvement of the OEI national offices in Latin America. Along with this new model, the CAEU and the IESME work together in the design and development of an assessment model that accounts for the results, improvements, and challenges of the training provided.

The results of the last stage -in which the CAEU has accompanied the training of more than fifteen thousand Ibero-American teachers- suggest consolidating this line of mass training on-demand through the definition of national strategies agreed between the national offices of the OEI and the specialized units of the Ministries. For this purpose, distance-training methods will continue to be accompanied with in-person actions.

One of the most outstanding actions in this area will be the second edition of the mass-continuous training program that is being developed with Ecuador; it focuses, in a first stage, on the field of artistic education and on the management of educational centers. We expect to strengthen this program during the biennium and to increase its coverage to a large number of beneficiaries and to other training topics in education. Similarly, we are working intensively with other Ibero-American countries to promote programs of mass training, preferably those addressed to the teaching staff.

Likewise, we are developing the line already initiated to link the CAEU courses with cooperation projects during the biennium. In these projects, training is a unique component among other instruments and intervention tools that contributes to the achievement of broader strategic objectives and results of educational development.

Therefore, it is planned to continue to follow-up of the project “Strategy for continuous school-oriented training” in the Dominican Republic, which develops strategies to increase the capacities of primary school teachers in the field of mathematics, of language, and of the improvement of the performance of the school principals.

As a prominent action of the biennium, the “Project for training school principals” will be implemented, whose pilot stage has been built up in previous years. Its purpose is to develop leadership skills for the principals of schools of basic education that allow them to foster and promote change and improvement in education. In this stage, we will proceed to the integration of the components of specialized training, of dissemination of specialized thought, and of technical assistance on the workstation. This project will be carried out in at least six Ibero-American countries.

The implementation of the "Regional program for the development of the teaching profession in Latin America and in the Caribbean,” led by the World Bank and the OEI, will be launched during the current biennium, with the collaboration of a wide range of international agencies. Its main purpose is to promote spaces and share solutions for the exchange of processes and innovative experiences in the field of professional development of teachers in the region.

The CAEU is committed to promoting this kind of technical cooperation practices wherever conditions are favorable and to enabling mass training programs to evolve towards projects of comprehensive educational development.
